Actually, it is Elly. While the portrait is actually of Sophia, the "Mother of Nissan", she was also known as Elly. Unlike Fei, all of Elly's incarnations have been known as Elly regardless of what her current name actually was. They talked about this at one one point in the game. For example, the current (in-game) Elly is actually named Elhaym, while the portrait of the Mother of Nissan was Sophia. So not only is the woman in the portrait Elly by name but also current Elly is her reincarnation. Ie, they are effectively the same person, or at least their soul is.
